The financial department is the only first-level financial institution of Xihua University, and is the main financial management department. Under the direct administration of the school’s presidents, it is in charge of the overall financial activities of the school.
The basic principles of the school’s financial management are as follows: (1) adhere to the relevant national laws and financial rules and regulations; (2) insistence on policies of economical spending; (3)coordinate the relationship between development and available funds; (4) coordinate the relationship between social and economic benefits; (5) coordinate the interests of the state, groups and individuals.
The main tasks of the school’s financial management include: the raising of funds in multiple ways in accordance with the law; planning and monitoring the budget; the reasonable allocation of funds and curtailing expenditure, improving capital efficiency; strengthening asset management and preventing the state-owned assets loss; establishing and perfecting financial rules and regulations, regulating the economic order in the school; reflecting the true nature of the school’s financial status; making sure that all the economic activities in the school are legal and reasonable; and supervising and auditing the sublevel financial institutions.
The financial department always adheres to the general requirements set forth by the party committee: ensuring normal operations without risk; ensuring adequate financial support for the development of the school and ensuring faculty welfare.
Financial management system: we stick to the system of “unified leadership, centralized management” that includes the unified financial policies, the unified financial revenue and expenditure plans, the unified financial rules and regulations, the unified resource allocation, and the unified leadership.
